Introduction
Good training is considered the
backbone of any organization in its ability to stand the test of
trial and crisis, and finally mission accomplishment. Modern
concepts on training dwell on recurrent and standardization as a
continuos process in keeping the individuals updated. Knowledge
management is considered a key point in the training system.
Police forces are looking at knowledge – the brains of its
employees, their skills, competencies, ideas, motivations,
potentials etc as a source of competitive edge over their
adversary – the criminal and the terrorist. It is now realized
that the future belongs to those who can rapidly expand their
knowledge base and then apply it in the best possible way. The
process of knowledge management by the Anti Terrorist Center is
tailored in a manner that Knowledge is Developed by acquiring,
capturing, crafting and discoveringàApplying
Knowledge by using, enacting executing and exploitingàAssessing
Knowledge by appraising, evaluating, validating and verifyingàPreserving
Knowledge by storing, securing, conserving and retaining.

Constraints
The Sindh Police is constraint
by the resource, time and space. Anti Terrorist Center has
evolved imaginative, productive planning and develop
organizational structure for counter terrorism training to produce
quality and quantity to meet the ever rising demands of the Police
Field Commanders. Knowledge not only adds value to an
organization’s performance, but also comprehends and enhances
other organizational initiatives. Police force can realize the
full value of their knowledge assets only when they can be
effectively transferred between individuals. This has been
achieved through comprehensive training plans worked out at the
Research and Development Cell (R&D) at the Anti Terrorist Training
Center. The Inspector General Police has provided a base line
policy to its Commandant and he enjoys complete initiative in
executing the plan.

Geographical Location
The boundary of Anti Terrorist
Center encompasses an area of 80 acres on the main National
Highway Karachi 29/30 Km stone Bin Qasim Town which is 3 km South
East of a historical site known as “Chukandi" graveyard.

Achievements

General: The anti terrorist center has trained to date
over 11,000 personnel of sindh police, pakistan rangers,
frontier constabulary n.w.f.p, prison police, airport security
force, pakistan army master trainers and personnel of
sensitive security agencies. The bulk of the training was
imparted to most of the above mentioned organizations and
institutions after the tragic incident of 9/11. Over 7500 men
have been trained since then. It is a matter of great pride
and honour for the sindh police to receive law enforcing
agencies personnel for training at its elite institution from
all over pakistan. This is a proof of the outstanding standard
of training available at the anti terrorist center sindh
police for counter terrorism in pakistan. |

Updating concepts of counter terrorism, the Anti Terrorist
Center sindh police is constantly updating and revising the
syllabi of training keeping in view the rapidly changing
threat environment to challenge the terrorists and neutralize
their motives. It is assessing knowledge by evaluating,
validating and verifying. Anti terrorist center is preserving
knowledge by storing, securing, conserving and retaining.àupdating
knowledge by evolving, improving, maintaining and refreshing.àtransferring
knowledge by communicating, deploying, disseminating and
sharingàtransforming
knowledge by compiling, formalizing, standardizing and
explicating. Qualified, motivated and skilled instructors who
are supervised by dedicated knowledgeable managers at ATC. |

Night training and out door
exercise in urban and rural areas of sindh for counter
terrorism operations spread over 2 weeks during each anti
terrorist course where the trainees are tested for physical
and mental endurance and are trained to survive on limited
rations. |

500 men of the security
agencies and armed forces were trained from 2001 to 2005 for
counter terrorism. |

150 men of pakistan rangers
sindh were trained as a Rapid Response Force (RRF) for karachi
in 2003 and 2004. |

for qualified atc men and gave a bara khana to the contingent. |

Rapid
Response Force (RRF): On the instructions of the PPO Mr.
Zia-ul-Hassan, IGP, a force 245 men has been raised by
Commandant Anti Terrorist Center Col. Wahid Khan and placed at
the disposal of the Capital City Police Officer in Sep-2007.
Similar force will be raised for Hyderabad and Sukkur region
in the near future. |

Soomro announced Rs. 1 million grant for ATC towards the
training and welfare projects on 12th july 2002 during his
visit to the centre. |

Ishrat-ul-Ibaad announced Rs. 1 million towards improving the
training facilities at ATC during his visit on 6th may 2003
and laid a foundation stone for the mosque. |

DG Rangers during a visit
to his under command men at ATC to witness their training,
donated Rs. 50,000/- towards police public school. Established
in may 2002 for the wards of police personnel. |

the demo team. |

Chief Minister Sindh Sardar
Ali Muhammad Khan Mahar announced awards for the instructors,

his visit on 23rd feb 2004. |

Ghulam Rahim gave away cash rewards to 18 men of ATC for
outstanding performance during the year 2005. |

PPO, CCPO and DIG give away
137 cc-i, 150 cc-ii during the last 5 years for outstanding
law and order/security duties by the ATC personnel. |

On the occasion of 20th
passing out parade Governor Sindh Dr. Ishrat-ul-Ibad Khan gave
away Rs. 50,000/- each to 7 best trainees (including 3 fc
personnel) of the course in 2006 for their outstanding
performance. |

National Shooting
competition 2005 – 33rd Para Meet Jehlum: A Sindh Police team
was organized on the instructions of the IGP on a short
notice. A nine member team led by Col. Wahid Khan, Commandant
Anti Terrorist Center left for Jehlum to participate in the
National Shooting Meet. Twenty seven teams participated in the
competition. Sindh Police secured overall 3rd position by
beating Pakistan Airforce with a big margin. Pakistan Army
secured first position and Navy stood second. The Vice Chief
of Army Staff Gen. Ahsan Saleem Hayat decorated the team with
a bronze medal. Sindh Police achieved this distinction for the
first time in its history at the National level. All the team
members were from the Anti Terrorist Center and were Sindh
Police Commandos. |

National Shooting
Competition 2007 – 34th Para Meet Jehlum: This National
Shooting Competition is held by annually. Again a team of 6
members led by Col. Wahid participated in the shooting
competition and ‘The Prime Minister’s Skill at Arms Big Bore
(pistol and rifle)’ competition was won. The President of
Pakistan and the Chief of Army Staff Gen. Pervez Musharaf give
away the medal of performance to Col. Wahid Khan, the team
Captain of the Sindh Police. |

The Prime Minster of
Pakistan Mr. Shoukat Aziz during a visit to the Anti Terrorist
center donated 2 buses, 2 trucks and 3 jeeps as a token of
appreciation for the outstanding performance and in a most
professional manner in carrying out VVIP security duties in
Karachi by the Anti Terrorist Center in 2007. |

Federal Minister for Ports
and Shipping Mr. Babar Khan Ghauri announced Rs. 3 million
towards the construction of a boundary wall and training
facilities at ATC on the graduation ceremony as Chief Guest in
Sep-2007. |

Welfare Projects

53 family quarters have
been repaired, fitted with electric and water supply and
provided to the staff of ATC at the campus on self help basis
(60 staff families are housed at ATC). |

English Medium Police
Public School for the wards of Police personnel established in
May 2002 on self help basis. Present strength of children 297.
The children are provided free washer man services for their
uniforms, free barber facilities, free medical care and
monthly medical inspection, free stationary once a year, an
Aaya for the small children during the school hours. The
children are taught an additional language i.e Arabic in
addition to English and Urdu. The ATC staff is detailed to
provide Martial Art Training to children as well. The school
is run on no profit basis. The monthly fee for the Police
wards is Rs. 110/-. |

Conclusion
The ground realities, changing
civic and moral behaviour of the community determines modification
in the training system of the Police force. The Police reforms and
the endeavor to improve the neglected aspect of Police training is
much to be desired. Recognition of hard work and good job by
conferring incentives and rewards is a source of motivation. This
was true hundreds of years ago and still stands good. The men in
authority in the Police force are actively considering to
re-evaluate the procedures which would not ignore a good Police
Officer and recognizing his hard work and professional honesty.
Mr. Zia-ul-Hassan, the IGP, has laid out a policy towards this end
and very soon positive results are expected.
