The principal focus of present police
leadership is to re-organize and transform police force into
a Public Service Organization. Our aim is to provide relief
to the general public and all our energies will be spent to
achieve this objective. Our mandate is against criminals and
we believe that only politically neutral, unbiased and even
handed approach could produce positive results. In
achieving this goal we seek support of citizens, political
parties, civil society and the media. Realizing that without
active involvement of the citizens our efforts will bear but
only limited fruit, we are focusing to bridge the long
existing gap between police and public.
Continuous extraneous influence and
interference in policing affairs in the past has rendered
Sindh Police an ineffective and unprofessional organization.
Lot of efforts are needed to redress this problem. We have
put all our impediments and constraints before the
Government and I am thankful to the Chief Minister and the
Home Minister for their continuous support and encouragement
on all such issues. I am also grateful to the Federal
Government for reposing confidence in my leadership at a
critical phase in the context of precarious law & order
situation in the Province of Sindh.
In a brief period of four weeks we have
take following initiatives:
1. Five Year Professional Development
Plan (2008-13)
A comprehensive Five
Year Professional Plan has been prepared. Sindh Police is
woefully inadequately equipped, both qualitatively and
quantitatively, to cope with the growing law & order
challenges. In order to redress its major inadequacies sum
of Rs 50 billion will be required for a five year
prospective professional development plan. The plan will
cover manpower, transport, equipment, training and
infrastructure requirements and a comprehensive integrated
security system for Karachi.
2. Re-organization of Sindh Police
We need massive re-organization of
Sindh Police. A number of decisions have already been taken
and re-organization will be completed in near future. This
will address the problem of mal- administration, lack of
supervision, anomalies in separation of Investigation and
Operation Branches and lack of effective accountability of
police.
3.
Changed focus of all units of Sindh Police
The focus of all units of Sindh Police
has been changed. Earlier all the major police units were
operating in isolation. In the new scheme of things all
units will act in concert in our fight against crime. Role
of CID, Special Branch, Traffic Police and specialized units
has been re-defined. The aim is to work as a team. This
focus is beginning to produce encouraging results as is
evident from the performance of Sindh Police for the last
four weeks.
Law & Order and Crime
i) One of our main priorities is to
reduce crime and to maintain pubic order. A proactive
approach has been adopted under our new team. Sindh Police
has already started to transform from a purely reactive
force to a proactive organization.
- Mobile phone snatching has
decreased from an average of 80 mobiles per day to 50
mobiles per day showing an impact of more than 35%.
- Four-wheeler snatching has
decreased by more than 75%.
- Two-wheeler snatching has
decreased by more than 35%.
- During the last four weeks
Karachi police has conducted more than 130 encounters/raids.
- They have busted more than 7
criminal gangs during 7 days of May, 2008 alone.
ii) One of the main areas of concern
for Karachi is the on-going gang war in Lyari Town. A new
team of officers has been posted in Lyari. Some of the steps
taken so far include hot pursuit of criminal gangs,
frequent raids on their hide outs, gaining access into no-go
areas, developing good will of local population, close
coordination with other law enforcement and intelligence
agencies and acting evenhandedly. It is expected that very
soon this new proactive approach will bring positive
results.
4.
Merit and Fair Play
i) Transfers and postings of officers
are being done on merit. Officers have been selected for
senior assignments purely on the basis of their reputation
and professionalism.
ii) Written exams and interviews by a
panel of senior police officers are conducted to select SHOs
and SIOs. The posting of SHOs/SIOs will be for a term of
three months and their continuation in the assignment will
depend on their performance. Performance shall be monitored
on weekly basis. After three months, if the performance of
an officer is bellow the desired limit, he will not only be
removed from the post but will be reduced in rank after due
process.
5. Police Complaint
Authority
An independent Police Complaint
Authority under direct supervision of PPO Sindh has been
established in the Central Police Office. Free access to
citizens and complaints has been provided. PPO Sindh has
fixed one hour daily to listen to complainants. The purpose
is to provide credible relief to general public.
6. Toll Free Help Line
A tool free (0800- ) phone help line
will be installed within a week in Central Police Office to
provide direct and easy access to general public for
complaints and for providing valuable information to police.
7.
On-line Complaint
System
An online complaint system has also
been introduced. Citizens can logo on to Sindh Police Web
Site at
www.Sindhpolice.gov.pk and send their complaints via
emails. These complaints will be promptly addressed by
senior officers. A directory of email addresses is also
available on the web site so citizens can now contact senior
officers of Sindh Police through emails.
8.
Police Accesses
Lack of supervision and indiscipline
among lower ranks of police has created problems of police
accesses, politicization, corruption and even criminality.
This is one of our biggest challengers and we are committed
to eradicate this menace from rank and file of Sindh Police.
Strict departmental as well as legal action has been taken
against those found involved in such cases. We want to give
exemplary punishment to such unscrupulous elements which
will serve as deterrent for rest of the force.
9.
Free Registration of
FIRs
In order to facilitate free
registration of FIRs all police stations in Karachi now have
specialized FIR registration cells which will work under
direct supervision of Town Police Officer. This will redress
one of the main problems and complaints of citizens.
10.
Out or Turn
Promotions
I believe officers exhibiting exemplary
performance and bravery should be dully rewarded including
out of turn promotions. So extra-ordinary performance will
continue to be rewarded through out-of turn promotions after
proper scrutiny and recommendation by a high level
committee. However, there are serious complaints that in the
past many of these promotions were given improperly and
without merit. An independent committee of senior officers
is reviewing all such cases and appropriate action will be
taken in the light of the recommendations of the committee.
Offices who have got out of turn promotions on merit need
not worry.
11.
Recommendations and
Sifarish Culture
We are very clear on the issue of
extraneous influence and recommendations in departmental
matters, such as postings, transfers, promotions etc. A
policy of zero tolerance has been adopted in this regard.
Any officer soliciting extraneous pressure in internal
police administration shall be severely dealt with.
12.
Specialized Unit for
Karo Kari
A specialized unit to control violence
against women, especially the menace of Karo Kari has been
planned with the help of UNDP. This unit will focus on
districts of upper Sindh where most of the cases of violence
against women are reported. We expect that this unit will
considerably improve our monitoring of such cases and in
designing effective strategies to control it.
13.
Surveillance
Cameras
Karachi is a mega city with huge
population and complexity. We need to make use of modern
technology to control crime in the metropolis. A number of
proposals and initiatives are being planned to install video
surveillance cameras throughout Karachi. We are thankful to
the Federal Government, the Provincial Government and the
City Nazim for extending full support to us on this project.
